ABOUT THIS POSITION

Over 50 million passengers traveled through Phoenix Sky Harbor International Airport in 2024, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact over $44 billion annually.

The Aviation Public Safety and Security Division is seeking a Public Safety Management Services Administrator to provide strategic direction and oversight for the Department's Safety and Emergency Preparedness programs. This position is responsible for leading and managing the Airport's Safety, Emergency Preparedness, Airport Duty Manager and Airport Command Center teams. This role is also responsible for ensuring compliance with Federal, State and Local regulations and industry best practices.

This role will collaborate with external agencies including the Federal Aviation Administration, Transportation Security Administration, and Occupational Safety and Health Administration, among others.

The Public Safety Management Services Administrator will:

  • Lead the Airport's Safety and Emergency Preparedness programs.
  • Ensure compliance with Federal regulations and industry best practices.
  • Work collaboratively to build relationships across the Airport community,
  • Act as a liaison with all internal and external airport stakeholders.
  • Directly supervise the Aviation Emergency Preparedness Manager (Aviation Superintendent), six Airport Duty Managers (Aviation Superintendent) and one Administrative Assistant I.
  • Provide management and support for the Airport Safety Manager (Supervisor III) and two Safety Analysts who are responsible for preparing and monitoring safety programs, policies, and safety training.
  • Provide management and support for the Aviation Dispatch team, including two Aviation Dispatch Supervisor II's, six Aviation Dispatch Supervisor I's and 24 Aviation Dispatchers.

Currently, there is one vacancy in the Public Safety and Security Division of the Aviation Department.

IDEAL CANDIDATE

  • Demonstrates strong knowledge of:
    • Federal, state, and local occupational safety and health regulations.
    • Aviation regulations, safety management systems, and risk management processes.
    • Aviation emergency preparedness and emergency management programs.
  • Demonstrates effective communication skills.
  • Ability to interact with all levels of the organization to build trusting relationships.
  • Ability to make effective decisions and have sufficient knowledge to problem solve and negotiate resolutions.
  • Ability to work independently and manage workloads effectively, meeting all deadlines and project requirements.

SALARY

Pay Range: $117,000.00 to $160,202.00 annually.

Hiring Range: $117,000.00 to $138,632.00 annually.

Pay Range Explanation:

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
  • The City contributes 9% of salary into 457/401(a) plans with no matching required. $4,200/annual car allowance and $1,440/annual cell phone allowance.

MINIMUM QUALIFICATIONS

  • Five years of experience in public finance, administration, or management including two years of supervisory experience.
  • Bachelor's degree in business, finance, economics, political science, airport management, government management, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Five years of experience in airport operations, airport security and or airport management, preferably at a large-hub commercial airport.
  • Experience in reading, understanding, and ensuring compliance with regulatory requirements.
  • Experience in monitoring regulatory changes as they occur, updating policies, procedures, and training to always maintain compliance.
  • Experience in the development, implementation, and management of a complex safety or hazard risk assessment program in a large-hub commercial aviation or similar environment.
  • Experience in the development, implementation, and management of a complex emergency preparedness program in a large-hub commercial aviation or similar environment.
  • Experience working with numerous airport stakeholders such as airlines and concessionaires and with outside agencies like the Federal Aviation Administration and Transportation Security Administration.
  • American Association of Airport Executives - ACE, CM, and/or AAE designations.
